If you really need to use a foundation and powder,why not try the all in one products of foundation and powder.They come in a neat compact, and can be applied with a compact sponge. I know Revlon make one as it is what I used every day.. But a word of warning, do not cake it on, as in over applying as it will look like Make Up, and not a natural look that you may need.
If you are using liquid foundation, try using a foundation brush. Put a little foundation on top of your hand and then run the brush through it, then start at the top of your face and work down. The brush will give you more control and will give you a more even finish.
You do not need foundation or powder- it looks horrible on young girls. What you need is concealor, cream blush and possibly some bare minerals or something but even that is not necessary. You might try a bronzer instead of the bare minerals even.
