Well for face makeup, use any sort of cream cleanser like noxema, olay, dove or ponds.
For eyes, you want to use something with an oil content to break down the polymers in your mascara etc.
Baby oil works, but if you want to buy an actual remover to use, get something that has two visible layers (meant to be shaken before use to combine the solution and the oil), or something specifically for waterproof makeup.
If you get any regular kind, or just use soaps etc, you'll be rubbing your eyes forever, which can cause irritation, infections and skin damage.

Noxema always works for me. It's also refreshing. And good for your skin. Use it to wash....Then use it as a night moisturizer, and wash it off the next day....You'll see it works great. Avon has this really great eye make-up remover if thats what your looking for it is a small white lotion looking type of bottle with a dark dark blue almost like a black lid.Try it.Its the best.AND not to mention cheap.Hope this helped.

the only thing i use that is waterproof is mascara, and i use plain old baby oil. then i use a wipie (i use walmart's equate brand in the make up section) and cetaphil. works like a charm.
Soap. Facial wash that's made to take of makeup. Vaseline.
I use Neutrogena fresh foaming cleanser in the shower and that takes off my waterproof foundation and mascara. I love how quick and easy it is to use and then my skin feels sooo clean afterwards. This product can be used on the eye area.
Vaseline is a dirt cheap godsend, especially for that waterproof mascara.
